No, if you are on a Bridging Visa A (BVA) in Australia while awaiting a review with the Australian Review Tribunal(ART), you cannot travel overseas. A BVA is designed to allow you to remain in Australia while your visa application is being processed, but it doesn't grant travel rights.

If your visa was refused and you applied to the Administrative Review Tribunal (ART) (AAT), your existing Bridging Visa A (BVA) will continue in effect until 35 days after the AAT makes a decision. If the AAT returns the decision to the department, the bridging visa will remain in effect while the department processes the application.
